Okay this is a chiasmus, and it's by Dr. Mardy Grothe.
Have you heard of chiasmus? (ky-AZ-mus).
The Oxford English Dictionary defines it as "a grammatical figure by which the order of words in one of two of parallel clauses is inverted in the other." A famous chiasmus would be one by John F. Kennedy–
"And so, my fellow Americans,
ask not what your country can do for you;
ask what you can do for your country."
